QIN SHI HUANG dies during his royal tour of inspection. With false royal decree Minister CHIU KO and LEE SZE declare WU HOI to be the successor of the QIN Dynasty. WU HOI is a fatuous and muddleheaded Emperor, people have no means of livelihood under his sovereignty. CHEUNG LEUNG, the descendant of HOW, intends to assassinate WU HOI, yet he falls short of success for lack of a final effort. The only way is to retire from public life and wait patiently for some other opportunity.
CHEUNG LEUNG flees to Pui Province, LORD LUI holds a welcoming party for him. High officials, noble lords and VIPs are invited. LAU PONG and CHEUNG LEUNG go to try their luck there.
CHEUNG LEUNG is recognized by a capital official as the assassin. He struggles with the official who is later killed by LAU PONG and CHEUNG LEUNG.
